Sherry FitzGerald welcomes ‘Delivering Homes, Building Communities’

Sherry FitzGerald welcomes the “Delivering Homes, Building Communities” housing plan which has been published by the Department of Housing, Local Government & Planning today. This new housing plan, which builds on legislative changes and other initiatives already announced this year and in Budget 2026, includes some positive detail but we now need to see the results of this plan come to fruition. The delivery of key infrastructure projects will be an essential element to ensure that this housing plan comes to realisation.

Marian Finnegan, CEO, commented: “Delivering Homes, Building Communities further highlights the commitment by Government to tackle the accommodation crisis. The plan includes measures to cover all members of society, including those putting their foot on the housing ladder for the first time, those in long-term homelessness, the Travelling community and the elderly.

Key measures outlined in Delivering Homes, Building Communities include:

  • Target the construction of 300,000 new homes, including 72,000 social homes and 90,000 affordable housing units
  • Total allocation of €8.75bn for the Land Development Agency and expansion of its role to include delivering homes in a wider geographic area and acquiring more private State land
  • Removing the blockages to housing delivery through addressing infrastructure deficits, notably introducing a €1bn Infrastructure Investment Fund
  • 20,000 homes brought back into use through the Vacant Property Refurbishment Grant which has been expanded to include support for the refurbishment and conversion of over the shop units
  • Increase the supply of one bedroom and 4-bedroom properties, to provide more stock for homeless single adults and large families, to include extra funding €100m to buy second hand homes to house families in emergency accommodation
  • Extension of the Help-to-Buy and First Home Schemes for the duration of the plan, providing certainty to purchasers and developers alike, and the extension of the Rent Tax Credit to 2030 also
  • Additional €400m support for the Irish Strategic Investment Fund allowing developers the opportunity to access additional funding to deliver more housing

While these actions are indeed positive, Sherry FitzGerald acknowledges that meaningful increases in housing supply will take time, and that the Government’s target to deliver 300,000 homes in its tenure will be incredibly difficult to achieve.

Ms. Finnegan added, “Delivering Homes, Building Communities is an ambitious effort to expand on the changes and investment brought forward by the Department of Housing and the wider Government this year. The report also provides clarity and stability for the housing market for the next four years, improving decision-making for key stakeholders.

The plan acknowledges that we are indeed amid a housing crisis and highlights the cross-body collaboration that will be required to increase housing delivery at both pace and scale. The report underlines that there is a need for long-term planning and synchronised efforts by the Government, alongside local authorities, the construction sector, approved housing bodies and service providers.

The implementation of this new housing plan will switch the focus to housing delivery, with key output and pipeline indicators expected to be closely monitored and evaluated in the years ahead.
